DescriptionDr. Margaret Fleming succeeded Dr. Charles W. Leftwich as the Deputy Superintendent of Desegregation Implementation when the Cleveland School Board approved her appointment on December 18, 1978. As the deputy superintendent, Fleming was responsible for implementation of the desegregation plans under Superintendent Peter P. Carlin. During the spring of 1980, the NAACP filed a motion with the court that requested the court to hold top school officials in contempt of court for their efforts to desegregate Cleveland public schools. Judge Frank J. Battisti granted the NAACP's request and held top school officials in contempt of court on July 25, 1980. His order also created the position of Desegregation Administrator and the court appointed Dr. Donald R. Waldrip to this position on August 15, 1980. Waldrip assumed complete control the Cleveland public school district and desegregation. Consequently, Waldrip transferred Fleming to the Department of Research, Development and Evaluation.
