Brown was an advocate for the elderly in Cleveland as well as nationally. She developed Cleveland's Department of Aging which developed services to assist elders. She later became the president of the National Council on Aging in 1984. She was inducted into the Ohio Dept. of Aging Hall of Fame in 1977. Brown received honorary degrees from Miami University and Oberlin College.
